Dear Mrs Ribecco,
Thank you for your message. We would like to apologize for the delay.
We hereby confirm that your message has been forwarded to the relevant services of the European External Action Service for information purposes.
So far the EU did not receive confirmation about the facts mentioned in the petition. In this regard it would be useful to know the exact date of the abuses you describe which allegedly took place in the detention center of Hums (Tripoli).
We share the concerns regarding the worrying situation of migrants in Libyan detention centres. The EU frequently raises this matter with the Libyan government; the last time was on 27 May when Prime Minister Ali Zeidan visited Brussels and met Presidents Barroso and Van Rompuy. Mr Zeidan underlined the importance that his government attaches to the respect and compliance with Human Rights and said that Ministries of Justice and Interior are working hard to address HR violations which undermine the principles of the 17 February Revolution.
A positive development is that several detention centres previously under the control of militias passed under the authority of the Ministry of Interior. The EU funded programme implemented by IOM is working with the Ministry of Interior to train its staff on Human Rights and to revise the law 19 on illegal migration.
The EU and IOM are monitoring closely the situation and are meeting regularly the NGOs defending the rights of migrants like Habeisha Centre, the International Federation of Human rights or Amnesty International.
The civilian border mission that deployed in May 2013 will train, mentor and advise Libyans in integrated border management. Human rights training is already programmed to be part of this capacity delivery, both as a prerequisite of EU support and at the specific request of the Libyan authorities.
We hope you find this information useful. Please contact us again if you have other questions.

His Excellency,
A massacre of asylum seekers in detention center Hums east of Tripoli. The situation of refugees Sub-Saharan Africans in Libya is proving more and more hell. Increased to three people killed by Libyan soldiers. It all started yesterday morning and throughout the day there was a high tenziono between refugees and military until that late in the evening, the military said in the supervision of the detention center for asylum seekers to Hums east of Tripoli, where they are detained hundreds of asylum seekers and political refugees, already recognized by UNHCR in Sudan, pacificamnte protesting against the appalling conditions of detention, ill-treatment and can even killings, as happened last night. Opposite to the demands and hunger strike deployed by desperate women by living conditions, lack of respect for their human dignity, women who are pregnant need of medical supervision and assistance that does not receive anything, the response of the Libyan military and was to beat up a guy like carpio offering, and then shoot him for no reason. The soldiers also shot against women screaming in front of the killing of one of their companions, the soldiers beat and shot against women to reduce them to silence. The latest updates from Tripoli which increased to three died under the blows of the Libyan military, this is a crime against humanity, and in total violation of human rights and international conventions protecting the rights of refugees. European pressure to close the doors of Europe is costing the lives of many refugees.I appeal to the European Parliament to act decisively on the government in Tripoli, the references to respect for human rights and the rights of asylum seekers. Free all refugees be handed over into the hands of UNHCR.
